Laut Microsofts eigenem Veröffentlichungskalender ist es immer der 2.Dienstag im Monat: ich habe die Daten von Erscheinungsintervalle und Zeitplan

Stimmt. Hab auch nochmal im News-Archiv geschaut - die News sind immer Dienstags verfasst wurden.

Beim MSN Messenger erhöht sich die Versionsnummer von 6.1.0207 auf 6.1.0211.
